The Hinomaru has been used since ancient times, but it was not explicitly established by law but was used as a "custom" for a long time. The Merchant Marine Regulations enacted on January 27, 1870, stipulated the Hinomaru as the identification flag for ships, but this law did not clearly state that the Hinomaru was the national flag. Later, on August 13, 1999, the Hinomaru was officially designated as the national flag of Japan by the Law Concerning the National Flag and National Anthem.
